A fuel-delivery truck is a commercial motor vehicle, and the federal rules that govern it are not optional. The Federal Motor Carrier Safety Regulations require a driver vehicle inspection report, and 49 CFR 396.11 and 396.13 set out what has to happen before and after a driver operates the vehicle. What 49 CFR 396.11 and 396.13 require
In plain terms: the driver inspects the vehicle, records defects that would affect safe operation, and — critically — no driver may operate a vehicle with a defect that has been reported until that defect has been certified as repaired or as not needing repair. The rule exists so a known safety problem cannot quietly roll out on a delivery route. FillDesk Pro enforces exactly that chain.
Route blocking that actually blocks
In FillDesk Pro, a driver completes the pre-trip DVIR at the start of the day. If the inspection fails — a reported defect that affects safe operation — the driver is blocked from starting that route until an authorized person (owner, office, or dispatcher) certifies the defect as repaired or as repair-unnecessary. It is not an advisory banner the driver can dismiss; the gate holds until the certification is recorded, with who certified it and when. That certification record is your audit trail.
Per-cylinder DOT requalification
Compliance does not stop at the truck. Propane cylinders are DOT pressure vessels with requalification intervals under 49 CFR 180.209 — commonly 12 years for a 4-series LPG cylinder, 5 years (or 10 with a star marking) for a 3A/3AA, and specific rules for composites. Filling an out-of-date cylinder is a violation. FillDesk Pro tracks each cylinder's specification, last requalification date and method, and computed next-due date, and blocks a fill on an overdue cylinder unless a supervisor records an override with a reason. A due-date report shows what is coming up in the next 30, 60, and 90 days.
Lien deadline tracking
FillDesk Pro also tracks lien notice and filing deadlines by state and generates notice templates. It is a tracking and reminder tool with a clear disclaimer that it is not legal advice — most states do not grant a delivered-fuel lien against a home, so the module references the applicable mechanic's-lien statutes and dates, and tells you to confirm with counsel before filing anything.
Why "built in" beats a binder
Plenty of dealers keep DVIRs and cylinder records — in a binder in the shop, or a folder on a laptop. The problem is that a binder does not stop an unsafe truck from rolling or an out-of-date cylinder from being filled; it only documents that it happened.
